LETTER ABIERTA TO THE MEMBER COUNTRIES OF THE EUROPEAN UNION.
“Mother country is that, fairness, respect to all the opinions and consolation to the sad one.
“It seems that they kill a son to me whenever they prevail to a man of the right to think.
“Of the rights and opinions of their children all are made a town, and not of the rights and opinions of a single class of their children.
                                             Jose MartÃ.
Excellence:
Those that we signed this document, we are all Cubans of on foot, that we have undergone the repression of a tyrannical regime that has been more than 50 years pressing to its town. We were glad which some compatriots ours leave prison and travel to freedom nations. Nevertheless, we want to share with you the following reflection.
In 1996, the members of the European Union assumed a Common, propose Position by a Spanish government lover of the freedom and other individual rights of the man. That Common Position expressed the following thing:
“The objective of the European Union in its relations with Cuba is to favor a transition process towards a pluralistic democracy and the fundamental respect of the human rights and liberties, as well as a recovery and sustainable improvements of the standard of life of the Cuban town….
“The European Union considers that a total cooperation with Cuba will depend on the improvements in the respect of the human rights and the fundamental liberties .....
“In order to facilitate a Pacific change in Cuba, the European Union:
a) will intensify the present dialog with the Cuban authorities and all the sectors of the Cuban society in order to encourage the concrete respect of the human rights, as well as advances towards a pluralistic democracy;
b) will look for occasions - still more active than until the moment to remember the Cuban authorities, as much in the fundamental public as in private, responsibilities with respect to the human rights, in particular the freedom of expression and association;
c) it will encourage the reform of the national legislation with respect to the political and civic rights, including the Cuban Penal Code, and therefore, the suppression of all the political crimes, the liberation of all the political prisoners and the end of the harassment and the repressive measures with respect to the dissidents;
d) it will evaluate the evolution of Cuban the inner and outer policy according to the same norms that the European Union to its relations with other countries applies, in particular the ratification and fulfillment of the international treaties on the human rights; “…
“As the Cuban authorities advance towards the democracy, the European Union will support its to the process and will to this end study the use adapted of means to its disposition ........
Fourteen years have happened and the Castro regime has not had the smaller advance in the matter of human rights, quite the opposite, thousands of dissidents have been stopped of arbitrary form, other thousands have undergone the illegal dismissal of its centers of work, by only made think different in political matter.
Many dissidents have been catched by means of false positions, made by the totalitarian government of Raul I castrate Ruz.
The opponents we suffered today like we suffered yesterday, but our fight has continued, inspired by Jose MartÃ, Antonio Maceo, Antonio Guiteras and others próceres of our deeds of freedom and independence.
We have counted with the support of nations truly it jeopardize like Sweden, Belgium, England, the United States and the Czech Republic, these two last ones have been a great moral support for the dissidence in Cuba.Â
Nevertheless other nations have tried to match to him to the Castro dictatorship, and is the case of Spain, that is determined to give him I more oxygenate to the dictatorship countermanding the Common Position.Â
Mr. Miguel Moratinos Angel, has played the role of agent of the Cuban Political Police, and walks successfully obtaining efforts to give a grace shot to the opposition. On the other hand President Rodriguez Zapatero exhibits like a trophy military, the release of a prisoner of brave Cuban opponents who seriously ill have arrived at Spain, after a dirty lobbying between the dictatorship and the Spanish government.
A dirty lobbying, because neither the civil society, nor the Cuban town were present in the “negotiations, and instead of to grant to our brothers the statute of political refugees, are there like simple emigrants, nothing else.
Only done of which Raul I castrate has chosen like mediator to the Catholic Church, ignoring to the Cuban opposition it is a convincing sample of his scorn by the human rights.
We must be clear: in Cuba there have been no advances in the matter of human rights, is why the Common Position must follow effective.
What mean the recent releases of a prisoner? Nothing else that an episode seen already often by the international community. All we know that later the new imprisonments will come until the tyrannical regime is suitable and exists an appetizing proposal to him or then advantage and the hostages leave, many from mutilated them towards the exile.
The same happened in the decades of the 80 and of the 90, already it is hour of which the Community the International stops being accomplice of this manipulating tactics.
We hope that the servile and stingy attitude of the government who presides over Jose Luis Rodriguez Zapatero, does not receive response in the member rest of the European Union.
The right to the commercial and economic opportunities must always go bound to the exigency of which the human rights and the State of Right are respected.
If the Common Position is countermanded, without the Cuban regime has realized the changes that our society protests, then the voting that must be carried out in the European Union in the month of September, would become a mercantilista, opportunistic and immoral act.
We invited to them to that they deepen in the happened thing.
The opponents who brutally were repressed and sentenced in the black spring of the 2003, never must have been in prison, because they only fought, of pacific form, because in their Mother country the human rights were respected.
The fact that the Dictatorship has granted a license to them extrapenal it does not mean that advances in the matter of human rights exist, especially when this decision was influenced by the international pressure and the heroic act of the Ladies of Cuban Target and the ten of that throughout all the island realized hunger strikes, which put in check to the tyranny, that knew besides the voting that would be carried out in the European Union.
They remember in addition that the Castro dictatorship not yet has ratified the Pacts of the Civil and Political Rights, has not implemented change some in the Cuban Penal Code, so at any time he can be used to repress to the pacific opposition of the island.
They continue the haltings, the threats and golpizas against all that one that dissents of the regime and are pronounced publicly. The government of Raul I do not castrate either has allowed who the Relator against Tortura of the UN realizes the visit that it had programmed to our country.
Still they remain in unjust prison more than 100 political opponents.
Then, which is the legal plinth to countermand the Common Position. What advances has exhibited the totalitarian regime to try to eliminate a document like the signed one in 1996?
In his hands it is a unique opportunity to force the Cuban totalitarian regime to that it realizes the fundamental changes that our town demands.
We demand to the European Union that holds the Position Common and that it fulfills and so is stipulated in that Document.
Thank you very much
