The democratic ungovernability as fight instrument (Part IV End)
Lineamientos general preliminary for the Municipal Governments of Opposition

SANTIAGO OF CUBA - July 20, 2009 (www.aplopess.com) In the last delivery of this series on the Democratic Ungovernability, I want to make my satisfaction by the welcome public that has received, and mainly that has been begun to apply, mainly the implementation of the Municipal Governments of Opposition, for that reason today I want to mark some you rule necessary.

The Municipal Governments of Opposition as to his he indicates it name, are a political structure outside the political control and administrative official, therefore their activities cannot be the same of the Municipal Governments in exercise, would be an error to try to supplant them or to realize activities that alleviate their responsibilities. The Municipal Governments of Opposition cannot serve, distribute to goods and products or realize social works, etc. separate that them from their true function, the social demand.

The objective of the Municipal Governments of Opposition is to gain representation before the population from the social demands, from the individual thing to the group. The social demands are the pillars of the political foundations, cannot be seen a separated thing of the other. The political representation is acquired leading the social aspirations of the population.

Policemen of Opposition have to obtain structure from base, with delegates concerning circumscription, that will be those that will pick up the restlessness or complaints of the individuals, mainly those that the government has rejected or left in a solution limb. People affected or victims of negligence state must to know that his case is being taken care of by commissioners of opposition at issue or his thin, because is the one who must surrender them accounts of the realized managements, to obtain the recognition of the population and that this one can identify, that is their true social leaders.

The delegates concerning base or circumscriptions must be abreast of the individual situations of the citizens and present/display them to the Delegate of the Popular Power, at the same time as he happens to the corresponding Commissioner. Sumatoria of all that irregularities will be object of report good written up and meticulously corrected, signed by Commissioner to who corresponds and the president of the Municipal Government of Opposition, that their respective Directions will present/display to the Municipal Popular Power and, according to corresponds: House, Health, Transport, etc. The cases of legal competition, the Commissioners of Human rights also will make the complaints before the Municipal, Provincial Office of the public prosecutor or Military according to it corresponds.

The strategy before the attitude of indifference or deaf ears, that the authorities can assume to the reclamations presented/displayed by the commissioners, will be the massive spreading of the deficiencies picked up in the information, who although know everybody it, to the being represented and you credit to a new internal authority of opposition, it robs the political and representative space to them to the governmental authorities.

Perhaps the massive reclamations, not necessarily must be popular manifestations, can appear spontaneously in subsequent stages, when the masses acquire a greater responsibility in the decision making. Nevertheless, the democratic ungovernability, contemplates to the method of the massive protest intern, who makes more effect, more civilized, participate thinking beings and puts in less risks the population, that almost always stays as victim of the excess and abuse of the force.

The exercise of the power, the entailment with the masses, the knowledge of the reality of each sector and a gained good leadership, make of the opposition governments a quarry for a future democratic government in Cuba. Therefore he is counter-productive that the Municipal Commission of Opposition is composed by people who are in proceedings of exit of the country, or that is their priority. It morally disqualifies that them before the population, because a political conviction that it overcomes the fear, with a visa of refugee in the mind or the pocket is no possible call nor. Here I agree with the compatriot Gerald Páez Diaz de Artemisa, must review the migratory agreements and correct all those that the fight reduces, we did not need an army exiled, but everything a town protesting justice and freedom.

Initiative of Ungovernability Democratic contemplates redefinition of opposition internal, that goes from the behavior before the punitive forces to a leadership image and representativeness, that it includes from the use of modal correct, carries and aspect and position of a professional opposition. Our leaders must blunt like square futures of a democratic government, but they must begin from already. We must create the people with conditions for being eligible and the mechanisms to choose, today the opposition is not in capacity to choose a national leadership that replaces the government in the power.

The present circumstances impose some improvisations, but the Municipal Governments must obtain the constant renovation, awarding the thin evolution and development of and the commissioned ones, by their service to the population. Yes we will only obtain the best pictures, our future servants public.

The democratic ungovernability is a responsibility of all, and must be a permanent attitude and an obligation from which they have arrived by brings back to consciousness to comprise of the opposition. It must be a ejemplarizante attitude before the population that we try to represent. The promoters of the initiative at any level must arrange a meeting with all the leaders of the opposition and of the civil society of its operational range - in this case the municipality - to request its cooperation, they facilitate the logistics and they offer to the support of its activists and militants to form the great one of network of the municipal governments of opposition.

The logistics of action indicate that the massive meetings are frustrated almost always, our methodology of the democratic ungovernability indicates that the coordinations will become of the most practical form, at cellular level if it is necessary, of that same form can be given the seminaries, in direct qualification, as the Witnesses of Jehovah realize their workings

If we inhaled enabled leaders to hold positions from government to any instance we must form them with cause knowledge. The different commissioners must make a physical inventory and situacional of all the infrastructure of their municipality, and when they allow to the circumstances to draw up it projections of the basic needs of his sector for possible projects, from the social demands. It is necessary to obtain in the smaller possible time the capacity to train government, today we do not have it.

The tasks of a Municipality of Opposition are so ample that it is needed the participation of all the competing force of the locality, therefore is necessary the public identification of all the opponents and members of the incipient civil society of each municipality. It is very important that the population knows who are the social fighters, can be valued the capacity and growth of the opposition and from the outside, can be secured the direct bonding with its municipal fellow citizens.

Political effervescence, of a determined municipality of opposition, will be able to be measured by the capacity of the new independent press, that will play a very important role, to cover the social demands of the commissioners and to document the irregularities that are reason for complaints of the population.  The bounce of that information will be the best weapon than they will have the delegates and commissioners to locate to the governmental authorities. All the municipalities of opposition, for that reason must have blog that it reflects his activities and all their work that is of public interest, national as as much international.

The opposition municipalities work of independent form, is no a National Direction of Municipalities of Opposition, nor representing in the outside, each municipality will realize its own contacts and will establish its own regulation of internal operation. The directive of each municipality will be able to determine the content of work of its commissioners, whenever it maintains conceptuado in the lineamientos and the objectives so they were created.

Each delegate raises the commissioners a report of basic, immovable means, centers of services, of health, educational and trains in his area of attention. The delegates besides the information who receive directly from the population, must have activists support who it in their work search, documentation and verification of the information.

One of the most important intentions of the Democratícela Ungovernability is the masificación and diversification of the fight in search of the saturated repression. We cannot have men mountains, men orchestras, that are ejemplarizantes objectives of the regime and potentials candidates to the manipulation. The fight must be present in the fields and the cities. The silence places must acquire their own voice, I add for that reason me to the strategy of which each municipality has its own blog, to occur to know and to be known. If we have 169 municipalities, potentially we have 1690 scattered social fighters in each point of the country. That is impossible to control and the ungovernability will become present. And the fundamental thing, does not exist the legal frame to repress to that it demands what by moral it is due to give him. The cause invented here does not have capacity, is no jail for as much people. Pa' the street!

Nevertheless, the strategy of the regime does not change: the threats, that some times turn or other times we assumed as real and therefore we behaved consequently with them, car we repressed to us. Those intimidations, that come from real executions like precedent, do much damage to us.  For that reason, with the democratic ungovernability we must surpass those fears.  The citations, the interrogations, the haltings and the same prison must become a tool of the Democratic Ungovernability.

In citations all the measures must be taken, from the support to the family of the mentioned one to their support to the appointment. The appointments must fulfill the indicated schedule, otherwise to leave the place immediately, is necessary to become unmanageable.

The interrogations must become a political and social act of demand, snatch protagonism to him to the interrogator and make it responsible by the situation for the country. To avoid its threats and questions, nothing of that will change the final destiny of the person questioned.

The haltings, happen through a psychological preparation: from the entrance by a tunnel in the dark to the delay of an Instructor who never arrives in I tan closed with an excessive air conditioning, the attempt must be made extinguish the conditioned air equipment or leave the enclosure. The solution arises immediately.

The prisons are a good tribune for the Democratic Ungovernability, but it is necessary to eliminate the myth of the car isolation, must be used each act within the detachments to raise the voice in defense of all the prisoners, mainly by the social prisoners or the abuses that are committed against the common prisoners, also it is necessary here to become unmanageable. The prison must assume itself like a mission, not like a punishment, therefore they assimilate better the common prisoners. Even those people who are taken to internacionalist missions, leaving it everything back, assuming risks and sacrifices, without the moral reason of a cause that attends to them.

The Democratic Ungovernability is not to hide what we do, but to disobey what it prevails to us. The importance of this initiative is that although the enemy knows the strategy, does not have the capacity to neutralize it, because it leaves from his own nature. The Democratic Ungovernability has the force of the rain, that we see although it come, cannot be avoided. Then, as Jose Martí would say to our Apostle: “It is the hour of the furnaces, and he does not have to see itself more than the light�
