Opposition versus Democratic Ungovernability.

SANTIAGO OF CUBA - August 22, the 2009 (www.aplopess.com) concept of the Democratic Ungovernability is born like a citizen attitude before the half-framed spiderwebs of the totalitarian power. Nevertheless, it needs an exercise. Exercise that it has to be headed by the most able and ideologically defined citizens. Those citizens - in its set they are typified philosophically like the political opposition.

The opposition in its traditional concept is grouped in political parties, with a clear and defined programmatic platform with social plinth. The political parties must have a structure with capacity to train government, like an alternative of the power. In a democratic society, the civil society can even be conceived like non-political institutions, because in his intention to support the society as a whole, they cannot assume partisan inclinations.

In the totalitarian regimes nothing is non-political, that is one of its advantages on the democracy. The democracy to recover in itself before the totalitarianism, to everything must find the best shade him of all political intention. That political intention is intelligent the one that it must be different and not to fall in the networks of the system that is to supplant.

From the initiative of the Democratic Ungovernability one looks for to change the approach of our fight. All request changes to which maintains and lives on the power, that is illogical. The methods of which they show the power by more than 50 years in Cuba have been effective, is no reason to change them. The one that has not secured an effective method it has been the opposition, then it is the opposition the one that it must change his strategy.

The putting in parallel practice of the initiative of the Democratic Ungovernability and its governments or of opposition, has shown the intention of the internal opposition and external to continue dragging the same errors and they cling to the procedures have lead that it to the failure to date.

The idea can be very novel, but it is necessary to adjust to his mechanisms, if it is really wanted to make the difference. And this is not perceived at first. The personal interests and of groups are prevailing over the organizational strategy, that indeed in the decentralization and massive protagonism is right its main to be.

All the sectors of the society must become opponents, all against one: the regime, so that the town enters opposition.  We did not tell on a social weave that of support to our democratic pretensions, many want to be head of a body that does not exist. That is one of the evils that we try to continue dragging.

The opposition governments are the base of the democratic governability, the power alternative that is needed so that the population identifies a new leadership. A leadership forged to the din of the fight, shoulder with shoulder with the citizen of on foot, that the whip of the social repression undergoes and feels in its own skin. There it is the majority and the opposition is part of her and so it seems that we marched by different ways. Somebody could be asked, it would be logical to criticize we ourself to us? If we are not able to autocriticar to us and to assume the correct way, then we will have to accept the constructive critic, that corrects our errors and to lead a movement shift, that is the unique thing that can change our real situation.

Lamentably to many it is not suitable the decentralization and despersonificación to them of the fight. It does not concern those that can enter conflict of interests, in fact are minorities. The proposal of the massive fight, is the liberation section to section, cleaning everything what hinders, of left to right and right to left.

It is not a town crying or mendingando right, it is an unmanageable town before the authorities incapable to give answer to his social demands. It is certain that certain do-nothing policy in the implementation of the initiative has noticed, so seems that not outside very attractive for many, although they include/understand his importance, but to the town reasons exceed to him to demand to the regime and the opposition does not have justification not to canalize the social demands, because they do not need like in other projects, resources and logistic external.  Here they are the problems, the human material and the government in all instances, is only needed the civic value to confront it.

The exit of the country under the condition of political refugee towards the richest and stable country of the world is a very attractive possibility, that many are not arranged to resign. If it is taken into account that by equal reasons, thousands have perished in the sea or the best one of the cases have paid high sums of money. Here the dilemma begins, how to make our fight attractive, with which it goes beyond the simple feeling of the patriotism.

All cannot reach the privilege of the exit, with which they march against all hope, we must conform the new opposition. The popular opposition, the one that knows that it fights or perishes in the attempt. The one that does not think that its project must have immediate results, but it must be prepared for when the moment arrives from the democratic game. We cannot be sorry to us, when by means of the exercise of the democracy, our political adversaries of today, remove electoral advantages to us.

The Municipal Governments of Opposition, are offering that possibility us, to mount the minimum structures of the democratic governability. The contact with the social town and its restlessness, is our main tool of fight, we do not waste this possibility, soon will be behind schedule. The Cuban opposition is at its worse moment in international the political correlation, a strong movement shift can make the difference and only revert our situation.

What would be made the regime with a structure of opposition in each one of the 169 municipalities and a thin one of the opposition in each one of more than 15 thousand existing circumscriptions in the country? No longer we would be small groups, and the national and international public opinion, obligatorily would have to be different.

An internal popular movement, would change dynamics, even of means. Our reality dissociates easily and frequently they put to us to persecute banal situations and by inertia and idiosyncrasy we fall in the trap and we lose the center of our primary target, to move the gears of a true internal confrontation with the regime that it presses and it kills.
