SANTIAGO OF CUBA - September 13, the 2009 (www.aplopess.com) change towards a State of Right, to live in a democratic society - by logic - it is the maximum aspiration of the Cubans, even of the been ones abroad. How to obtain it? That is the problem. Hundreds of initiatives have failure, to end that is a skepticism generalized, that no strategy receives a significant endorsement, like waking up a massive enthusiasm.

The initiative of the Democratic Ungovernability, that could catalyze the revolt wills, than of the town, from the opposition, has been more taken with certain apathy as strategy from fight. Their main expression, the municipal governments of opposition, started with great expectation, until the Security of the State worried. Apparently, with the passage of the days, the virus of is affecting them to inertia, if that contagious disease is not abashed in time, the project can fail, as so many others are failure.

The causes can be multiple: not to be wanted to risk too much in a project of great political implications, that jeopardize the power and can entail to the jail. The jail is fear for all, but more for those than they have migratory intentions. The characteristic of the project, with an autonomy, that does not give possibility for great caudillos, as much I commit like external.  The created interests, including the mediatic ones: Martí radio has become little echo of this process, except for exceptions and of programs like Between Cuban. The traditional leaders, as much within the Island as the exiled ones, have not pronounced themselves fervent in favor of this initiative, excluding Antúnez, that has put all energies in this cause and to finalize this analysis of possible causes, we will indicate the lack of resources.  Although the project is designed to stimulate to the exiled ones of on foot, motivating the regional patriotic feeling, many have offered its solidarity - but it is needed - in addition to solidarity, logistic and material aid.

The return to the democracy cannot be obtained copying the methods of totalitarian functionality. The democratic ungovernability is not more than the exercise of the democracy, despite clips those who it, assuming the risk of the democratic behavior that the moral right attends to them. The return to the democracy is only obtained mounting the democratic structures govern that it. The organization of the society, in political parties, is one of the basic components to obtain a democracy in functions. A governing organization validates that them, under certain essential rules does not exist, like a Programmatic Platform, a minimum Executive Direction and one membrecía predetermined.  

It becomes essential that from the own existing political parties of opposition a Preparatory Electoral Advice of Opposition is based, so that regulates or norme the requirements of a political party. An institution, that registers the different political parties, supervises its projects and evaluates if they fulfill the requirements that have paid attention.

Only with organized political parties good, with projects well-known and valued by the population, will be able to be gone to the democratic confrontation. Somebody would say, that it is of iluso to think about organizing political parties without the approval of the government. Who think thus, they do not know the existence of the black market despite the will of the government, the sacrifice of greater cattle, the illegal exit of the country and until the public existence of the opposition, even with its limitations.

Those that presides over the political parties of opposition in Cuba must recognize publicly and before the own government, who its intention is to arrive at the power. Often I have seen competing leaders, to deny that intention, when they are retained and interrogated by the officials of the Security of the State.

The Latin American reality, that can at some time be ours, because of the reconversion of our socialism in the Socialism of the 21st century, must be a great referring strategist. The diffusion means, in this week here, have been presenting the phantom political, for the next elections of the 6 December in Bolivia, where 7 candidates face the pro-government machinery of Evo Morales. The Cuban press was to triunfalista, indicating that fragmentation, like a symptom of division, by personal interests or of groups, in front of a national unit around Morals.

If the arguments of the Cuban press are not real, the diversity of candidacies in Bolivia if it is an ominous strategic reality. Something perished, with adverse results took place in Venezuela and Nicaragua. The solution to fight against the Great Total is under an institutionalized unit: the primary elections of opposition. That would be the solution to choose the candidate of greater popular acceptance and so it would be possible to be had of before hands a projection of votes for the competing candidate.

The sudden death of Juan Almeida and the aging of the governing cupola, without a clear generational relief notices, impose the necessity to tell us on a technically prepared opposition, organized under the international standards, otherwise we could be victims of the Socialism of the 21st century.
